Primary Admins that want to block Ops to be only editable by other Primary Admins

When building Ops in the WebApp, you have the ability to make them amendable only by Primary Admins. When enabled, Place Admins will still be able to view the Ops in the WebApp, however, they will not have the ability to make any changes.

To activate this feature:

• Open an Op in the builder
• Navigate to the Settings tab
• Within the Options section, enable the button with the label Only Primary Admins can amend this Op
